What is the UR character rate?

The official step-up disclosure lists 2.5% Character UR in a normal slot and 10% Character UR in the 10th-draw special slot.

Evidence-based keep rule

Keep a result if it contains a disclosed UR you personally want, and you prefer certainty over repeating an unverified reset workflow.
Compare banner context: a featured normal-slot chance is 1.5% for the featured UR Character and 1.5% for the featured UR Collection; on the 10th special slot those respective featured chances are 6%.
Do not infer power: the rates cannot tell you which UR clears content faster or makes the best three-person squad.
Pause before resets: guest binding, deletion locations, and eligibility conditions require an official support answer or your own documented test.
